It is amazing how many home owners are missing out on taking advantage of the home exemption tax relief.  Owner-occupant homeowners can qualify for an $80,000 (or $120,000 for owners 65 years and over) exemption — which means $80,000 will be deducted from the assessed value of their property and the balance is what the property tax will be based on.

As an example, if your assessed value is $530,000 and you have a home exemption of $80,000, your property tax will be based on $450,000, not $530,000.  That is quite a savings.

Check your tax records or contact the Real Property Assessment Division at (808) 768-3799 or (808) 768-3169 to see if you have a home exemption recorded on file.  The deadline to submit is this Wednesday, September 30, 2015 — and your home exemption amount will be in effect for the following tax year.  If you file after this deadline, your exemption will not apply until the following cycle.

Homeowners meeting certain qualifications can now add a rental unit to their homes under a bill signed into law by Mayor Kirk Caldwell Monday.

Caldwell is hoping that accessory dwelling units, or ADUs, will help create more affordable rentals in a housing-starved Oahu market. The City Council voted unanimously to approve Bill 20 on Sept. 2.

To be eligible for an ADU permit, a residential or agricultural lot must be at least 3,500 square feet. and have adequate water and sewer facilities. The second unit can be either attached or detached from a main dwelling.

It must have a separate entryway, kitchen and bathroom from the main dwelling. It must have at least one off-street parking stall, but that requirement is waived if the property is within half a mile of a rail station. The ADU can have a floor area of no more than 400 square feet if the lot is between 3,500 and 5,000 square feet. The new addition can be up to 800 square feet if the lot is more than 5,000 square feet.

To address concerns that the new law might create illegal bed-and-breakfast establishments or transient vacation units, the new law requires an ADU to be rented to one party for a minimum of six months. A second clause says an advertisement for an ADU used as either a B&B or TVU can be used as prima facie evidence that the unit is being used illegally.

The homeowner must live in one of the two units.

Applications and information are available at the city Department of Planning and Permitting  office, as well as on the DPP website.

During August 2015, sales of single-family homes increased by 6.5 percent from August 2014, while condominium sales decreased by 3.6 percent compared to August 2014.  The median price paid for single-family homes in August 2015 increased by 7.5 percent from the same month last year to $699,000.  The median price for condominiums increased by 1.1 percent from August 2014 to $354,000.  According to the Days on Market indicator, the median days on market for single-family homes was 20 days, while the median days on market for condominiums was 19 days.
